By-Laws
By-Law 1
Name
The name of this association shall be the Sussex County School Nurses Association (SCSNA). Hereinafter known as the Association or SCSNA .
By-Law 2
Objectives
The objectives of this association shall be to maintain an organized center of professional collaboration and professional learning activity in order to facilitate high standards in school nursing and school health services through education and legislation; to encourage professional advancement and leadership in the expanding multifaceted role of the school nurse; and to operate as a non-profit professional school nursing association in Sussex County, New Jersey.
By-Law 3
Membership
Membership in the association shall be in the following categories:
Sec. 1. Regular: All members in this classification shall possess a license to practice as a registered professional nurse in the State of New Jersey and a current New Jersey School Nurse Certificate. They must be currently employed as a school nurse. Regular members shall have full privileges including voting and holding office.
Sec. 2. Associate: Associate members shall enjoy the privileges of the association, may serve on committees, but shall not vote or hold office. Any registered professional nurse, who is not eligible for regular membership shall be eligible for associate membership provided that he/she;
Is a former regular member who is no longer eligible for regular membership;
Is employed in a New Jersey public or private school as a non-certified nurse, a substitute nurse, or an RN with an interest in school nursing and health services.
Holds a New Jersey provisional certificate as a school nurse.
Is a nurse attending a college or university program leading to a permanent New Jersey School Nurse Certificate;
Sec. 3. Retired members: Retired members shall enjoy the privileges of the Association, may serve on committees, but shall not vote, nor hold office.
Sec. 4. Members-at-Large: Those persons who hold a special interest or who are working with the Association and who do not fit into any other Association membership classification shall be eligible for membership, but may not vote, hold office, nor serve on any committees.
Sec. 5. Annual dues for each membership category shall be recommended by the Executive Board and voted upon by the regular membership.
By-Law 4
Officers
Sec. 1. The officers of this Association shall be a president, a president-elect/vice president, a recording secretary, a corresponding secretary, and a treasurer. There shall be a detailed job description for each office. All officers must be regular members employed in Sussex County.
Sec. 2. The President shall be the official representative of the Association, shall preside at all meetings of the Association and the executive board and shall be an ex-officio member of all committees necessary to further the work of the Association. The president may be informed of all checks and all contracts and may sign checks when necessary. The president shall be responsible to see that all requirements of each job description are fulfilled. The president's NJSSNA and NASN membership shall be paid by the SCSNA. The president may choose to waive the payment of their dues by the SCSNA.
The president shall attend NJSSNA meetings as able and report back to the membership including updates on state legislation.
Sec. 3. The President-Elect/Vice President shall perform the duties of the president when requested to do so by the president, or in the absence or disability of the president. A vacancy in the office of president shall be filled by the president-elect/vice president who shall serve for the unexpired term of the president, and term of office as president to which he/she was elected. The president-elect/vice president shall have signatory authority in the absence of either the president or treasurer. The president-elect/vice president, in the role of parliamentarian shall act as a consultant in regard to advising the president and other officers, committees, and members on parliamentary procedures according to the rules contained in the current edition of “Robert's Rules Of Order.”
Sec. 4. The Recording Secretary shall record the minutes of all meetings and submit the minutes prior to the next Executive Board meeting, shall be custodian of all meeting minutes, reports, and records of the Association, including historical data and memorabilia.
Sec. 5. The Corresponding Secretary shall attend to all correspondence of the Association including all official communications of the Association and the Executive Board and shall send out notices of all meetings. The corresponding secretary shall create an email distribution list, using the official membership directory provided by the treasurer for all communications.
Sec. 6. The Treasurer shall be the custodian of all funds for the Association, shall deposit funds in a bank designated by the Executive Board, shall sign all checks and will obtain the signature of the president when necessary, shall attend to all bills and shall render an annual report at the end of the fiscal year. An association member other than the treasurer shall review the treasurer's annual report. The treasurer shall distribute and process membership applications, collect dues, and create an official membership directory to pass along to the corresponding secretary. The treasurer shall notify members who are in arrears and are in danger of having their membership lapse.
Sec. 7. Each officer, upon completion of their term/s shall make available to the successor all pertinent Association material, and a detailed job description within one month after termination of office.
By-Law 5
Executive Board
Sec. 1 The officers of this Association and the chairpersons of standing committees shall constitute the Executive Board.
Sec. 2. The Executive Board shall transact all business of the Association between regular meetings and shall perform other duties as are specified in the By-Laws or assigned to it by the Association.
Sec. 3. Absence without good cause from three consecutive meetings shall constitute a resignation. The Executive Board shall fill such vacancies until the next election.
By-Law 6
Committees
Sec. 1. The president shall appoint the chairpersons of the following standing committees: Education/Professional Development, Publicity, Scholarship, and Sunshine, and such as may be created by the Executive Board. Each committee shall consist of a chairperson and committee members as needed. The chairperson shall be from the regular membership only. Standing committees shall function as follows:
Sec. 2. Education/Professional Development shall be responsible for providing education and professional development for the members and to keep members informed of new educational materials, workshops, and requirements for certification and NJDOE professional development hours.
Sec. 3. Publicity shall be responsible for contacting public media, creating articles for possible release, creating a newsletter to send to NJSSNA, and posting on social media.
Sec. 4. Scholarship shall provide the Sussex County Community College (SCCC) nursing program director with information about the Association scholarship program. The scholarship committee shall select a recipient or recipients to receive the scholarship award. The dollar amount of the scholarship will be determined and voted upon by the membership annually, based on the availability of Association funds. The president or appointed representative shall present the Jean Krause Memorial Scholarship.
Sec. 5. Sunshine shall be responsible for sending condolence and congratulatory cards, gifts on behalf of the Association and shall prepare an Association gift basket for donation to the NJSSNA annual spring conference.
Sec. 6. Special Committees:
a. At the November meeting, the president shall appoint a Nominating Committee of a minimum of three and a maximum of five. This committee shall present a slate of candidates at the general meeting in March. The slate of candidates shall be sent to the membership with the notice of the May meeting.
b. Special committees may be created by the Association as needed.
By-Law 7
Meetings
Sec. 1. The first general meeting of the association shall be held in September and a calendar of subsequent meetings will be presented at that time.
Sec. 2. The general spring meeting shall be known as the annual meeting and shall be for the purpose of electing officers, receiving reports of officers, committees, chairpersons and any other business which may arise.
Sec. 3. Special meetings shall be called by the president upon the request of ten regular members.
Sec. 4. Seven regular members of the Association shall constitute a quorum at general meetings.
By-Law 8
Elections
Sec. 1. All officers shall be elected to office by a majority of the regular members’ votes.
Sec. 2. In the event of the resignation of an officer or committee chairperson, the Executive Board shall appoint a successor until the next election.
Sec. 3. Officers and committee chairpersons shall be elected for a term of two years. The President and President Elect shall not succeed themselves. The Recording Secretary and Corresponding Secretary may succeed themselves for one additional term. The treasurer may remain in office for no longer than three consecutive terms. All chairpersons will be elected for a term of two years and may succeed themselves for one additional term.
By-Law 9
Parliamentary Authority
Robert's Rules of Order Revised shall be the parliamentary authority of the Association.
By-Law 10
Amendments
These by-laws shall be amended at any regular meeting of the Association by the two thirds of the vote cast, provided the amendment had been submitted by the Executive Board at a previous meeting of the said Association. The by-laws shall be reviewed and updated as needed every five years.
